Gov. Gretchen Whitmer’s proposed 45-cent gas tax increase is not part of a budget bill moving in the state Senate. What does this mean for the present and future of road funding negotiations? And are we headed for a budget showdown the likes of which we haven’t seen since partial state government shutdowns under Gov. Granholm and Senate Majority Leader Mike Bishop?
